Not only does the medium necessitate that things be available to fix constantly, but in-universe there’s about ten secret societies, a dozen ancient curses, and probably a demi-god or two whose express purpose seems to be to keep Gotham as miserable as possible.
Real life isn’t even as easy as “throw money at it to make it better”, much less a universe that is predicated on needing something to fix on a monthly basis or they lose revenue.
