The cgi Clone Wars series pretty resoundingly refutes that claim and also redeems him as a character.
I think the real ascendant Star Wars take is Jar Jar Binks is actually very kind and just wants the best for everyone. He made mistakes as a Senator but I don’t think the Gungans had much contact with space before the Battle of Naboo? He got taken advantage of by Palpatine, but so did, like everyone else? (If the Jedi Council didn’t figure things out until too late - blindly trusting the gift of the Clones…)
He’s not a warrior-poet or scholar, but he’s adaptable and direct in his thinking.
